If a user has the permission to create albums, or to upload into an existing album, provide a "quick upload/quick post" link on the toolbar.

This will allow them to quickly upload a single photo and description to a selected album, great for mobile devices!

If the user has the "admin:manage-albums" permission, allow them to also type an album name which will be created and the new photo uploaded to.
