Allow registered users to comment on individual photos. These comments should be threaded and turned on/off by album.

Work list:

global option to turn commenting on/off
global option to allow posts from anonymous users
global options to moderate comments from anonymous/known users
global option to control thread depth (0 to disable.)
album permission to allow comments (anonymous/specified users/groups)
album permission to allow comment moderation
Implement TinyMCE for comment authoring
new admin screen to display comments
new admin screen to display comments pending moderation
email notification to album’s moderators when a new comment requires moderation
comment form displayed on gallery photo page
new controller to work with comments
reply link to individual comment if within max thread depth
comment form displayed with a preview of the comment being replied to
keep rejected comments in the database
allow moderators to approve/reject comments from within the gallery
send email notification to album owner when a new comment is posted/approved
validate comment text (including empty HTML)

#4, #112: Default permissions can now be saved. There's a link to the default permissions screen from the admin/settings screen. The permissions cache rebuild now takes into account the default permissions. The permissions tab on the albums screen now correctly shows text based on if permissions are inherited from a parent album, or the default permissions.
