Migrate to Gitea #86

I’ve decided to move the project hosting and management away from Github and onto my own Gitea instance (https://apps.andysh.uk.)

This will mean the following:

create and push latest repository to Gitea
migrate all issue history across
migrate all release notes across
change BT to use Gitea API for latest release check
update Gitea config to allow registration and social media login/signup
add Matamo visitor tracking and cookie consent (include opt out) to Gitea
update README file before archiving to advise new location
update CONTRIBUTING file to point to a new page on website advising the process
update support page on andysh.uk advising of new process
change links on andysh.uk to Gitea instead of Github
archive repo on Github

Still needs screenshots and documenting the pull request process (need to run this through using my Pandy06269 user account.)
